From 2018 to 2019, EXCEL was assigned to perform emergency home repairs, and later permanent roofing repairs, for over 2,100 structures impacted by 2017 Hurricanes Irma and Maria on the island of St. Croix, Virgin Islands. With a working history in the Virgin Islands of over 20 years, and majority local hiring for its over 250 personnel at peak, EXCEL considers the Virgin Islands an extension of its Gulf Coast home.
To execute its assignments and overcome hurdles, EXCEL successfully coordinated nearly a dozen subcontractors, many local to the Virgin Islands. Hurdles EXCEL was able to overcome to meet production requirements of this program include shipping and logistics, vehicle shortages, material availability, local labor constraints, as well as political pressures. These challenges pushed our team to be creative, agile, responsive and to resolve problems daily. EXCEL continuously worked alongside program stakeholders to align the work plan with the program’s evolving requirements.
EXCEL utilized a Project Execution Plan as well as many sub-plans (including safety and quality, among others) to ensure production requirements were met. In addition, customized project software was deployed to track project assignments, schedule, costs, overall production, complaints and warranty, among others. This software provided 24/7 access for all necessary stakeholders.
Ultimately, EXCEL effectively balanced its goals of safety, quality and homeowner satisfaction alongside programmatic requirements to meet production in order to successfully deliver assigned repairs.
